Edison SmartConnect is Southern California Edison’s (SCE) program to replace about 5 million electricity meters with “smart meters”, for residential and commercial customers below 200 kilowatts in demand. Here’s the basic idea behind getting your meter to spin backwards, otherwise known as intertie. First you will need GCI Energy Products to install a PV system at your house, which connects to your household electrical system. With an intertie solar energy system from GCI Energy Products, when your PV panels are generating more electrical power than your house is using, your meter essentially spins backwards because your excess power is going right back into the utility grid and being used by somebody else connected to the grid. It’s like a big bank account; you can withdraw or make deposits. If you can’t go intertie, your only other recourse is to install a big bank of batteries, which is uneconomical.

** NOTE: If you have a new digital power meter you won t see it spin backwards but you will see the meter count backwards.

Intertie is such an important concept that state and federal governments are legislating that utility companies must allow their solar-producing customers to tie in with these systems. Utility companies don’t necessarily want these types of customers; their technical risk increases, and their revenues decrease. In some states, the utilities must pay you the exact same rate that they charge their customers for power. In other states, the utilities pay you less, but this situation is changing with legislation. It would not be a stretch to say that the viability of the entire PV industry depends on intertie.

One other point: Contrary to popular belief, most intertie systems will not work when the grid is down. This concept is counterintuitive. But the fact is, the utilities do not want you putting power onto the grid when the grid is down because it endangers line workers and may actually destroy transformers and other power equipment. Heating and cooling costs

Window choice has a real impact on heating and cooling costs. This chart is based on a computer model of heating costs for a 1,540-sq. ft. house with R-30 ceiling insulation and R-19 in the walls and floor. The window area is equal to 15% of the floor area. Keeping heat in (or out)

Windows lose and gain heat by conduction, convection, radiation and air leakage. This heat transfer is expressed with U-values, or U-factors. U-values are the mathematical inverse of R-values. So an R-value of 2 equals a U-value of 1/2, or 0.5. Unlike R-values, lower U-value indicates higher insulating value.
Conduction is the movement of heat through a solid material. Touch a hot skillet, and you feel heat conducted from the stove through the pan. Heat flows through a window much the same way. With some federal supports for solar energy projects due to expire on Dec. 30, 2010, and both Democrats and Republicans under the gun to downsize the federal budget, members of the California Energy Commission appear to be in a last-minute push to approve as many solar thermal energy projects as possible.

Federal funding for solar projects comes under the American Recovery and Reinvestment Act of 2009, or ARRA (also called the stimulus), which provides financial support for renewable energy projects either as a 30-percent investment tax credit, or – in cases where the company is a start-up and their tax burden is insufficient – as an actual 30-percent cash payment. This expires on Dec. 30.

To qualify, project developers either have to start construction before the deadline or spend 5 percent of construction costs, so the push now involves seven utility-scale projects approved since August, including NextEra Energy, Inc. and Tessera. Both still require Bureau of Land Management approval.

The push is good for California’s greenhouse gas (GHG) agenda and its renewable portfolio standard, or RPS, which Governor Arnold Schwarzenegger upped in October to 33 percent by 2020. The GHG provisions were released by the California Air Resources Board on October 31, and establish cap-and-trade regulations with fixed limits beginning with utilities and large industrial combustion plants.

Writing the day of the election, it’s easy to anticipate that the passage of Prop 23, which aims to suspend AB 32, California’s Global Warming Act of 2006, would prompt Californians and a newly seated California government to riot in the streets – California citizens because Prop 23 signals the end of what climate legislation the state has been able to eke out, and politicians because their success or failure depends on the mood of the people.

Prop 23 has been very well-funded, and the threat – of increased costs of up to $4,000 per year per family if it fails – has likely reached cash-strapped Californians facing one of the highest unemployment (and foreclosure) rates in the nation.

Hopefully, sanity and the “California Green” spirit will prevail. If not, breaking ground and spending a little money will be the smallest obstacles these solar projects face.
